Is Pocket E-Sword still available for download and is it compatable with Android Jelly Bean?

It is not compatible with android at all, give mysword.info a try for android. As to downloadability I don't think it is supported anymore but I'm sure it is around if you want it for a windows mobile device.

Pocket E-Sword works on Windows phones, not android (It works well on windows 6.5 phones, might not run on newer versions).
It is no longer supported, though it can be downloaded here
http://www.e-sword.net/pocketpc/
A listing of what phones it will work on is also there as well as several modules.
