Originally delivered sermonically, they constitute 98 "lectures" (we would refer to them as "sermons") on almost every verse of the book. They are not technically written; they are devotionally written with technical accuracy (a rare blend in Biblical exposition - especially for 1869).

From Cyril Barber's The Minister's Library (this is one of only two Christian works he has asterisked on "Proverbs"):
