By the looks of it, the answer is, "No."

Within the United States, you may freely copy and distribute this work, as no entity (individual or corporate) has a copyright on the body of the work.

 

OK, now for two things.

  1. The link you provided is the SB commentary for MySword. So this one isn't available for e-Sword, and won't work on it.
  2. The SB Commentary for e-Sword is an official e-Sword resource and can be downloaded using the e-Sword Download Manager.

The e-Sword version is locked but has the Public Domain notice of 1919.

It has no Crown copyright and a Public Domain notice so it is free of Copyright worldwide.
