As to where a resource has been duplicated and see it both as an Official e-Sword resource, as well as a third party resource, is because the third party one has been edited in one form or another, i.e., as an extended or an unabridged edition. An example of this one can see and use, is the JFB (Jamieson, Fausset, and Brown) Commentary. There is the official e-Sword edition which can be download from the e-Sword download manager, and then there is the third party one which is the unabridged edition which can be downloaded from here.

This gives the user a choice as to which edition he/she may wish to use. Some users ( like myself) prefer the unabridged edition, while others are quite happy using the other one. But these situations are pretty rare, and as such, Barns' Notes of the Bible is one of those that doesn't meet the criteria.

Blessings,
