Here's what I did. Its not an exact answer to your question but it may help.
I opened ToolTip NT twice.
In the first ToolTip window I clicked on Modules, Bible, Read Bible ...
In the second ToolTip window I clicked ModulesHD, Module Define Variable, BBLI ...
I compared the #define variables but kept only the information that the BBLI module wanted. In this case I did not keep #define version or #define font or #define right2left=0. I kept the #define versionHD=4.
Then I copied the contents of the bblx text into the bbli window.
Next in the second ToolTip window click ModulesHD, Save BBLI ...
Now just upload the bbli to your IPad or IPod with IFunbox. (I didn't actually do this last step but I don't see why it wouldn't work.)
I haven't found any way to directly read an existing bbli or cmti into ToolTip, but I'm no expert by any means. Most of the stuff I've converted for my IPod I haven't had to edit. So I used Rick Meyer's e-Sword to Apple Module Converter that you can find at http://www.e-sword.net/extras.html
