Unless I am wrong (and I could be....) a Tool Tipped reference is so, only because of the way the text is formatted.
Gen_1:1 is tool tipped not because of the color, not because of the underlined text, but because you have a 3 letter book reference, follow by an underscore character, followed by chapter, colon, and verse. Gen_1:1 is just as valid. If by abbr you are referring to the first 3 letters of the verse, there is an internal list that ToolTip NT looks at and uses to format all scripture references when you choose the menu choice Scripture->ToolTip. The tool tip program also automatically changes (spelling corrects) the reference for you so that e-Sword then recolonizes a valid scripture (book) name.
The only time you would actually see a separate list (file) is if you use an external list instead of the internal one and you have to tell (set up) the ToolTip NT program to use that list.
Also as a hint, for the tool-tipped reference to work (show the pop-up) that specific scripture has to be available in the active bible. If you are trying to access an Old Testament verse (via a tool tip) and you have a New Testament only bible displayed in the bible window, nothing will pop up.
