I tested the link feature in the notes editor and it seemed to work fine.
I attached a note to a verse and I hit the "Link" icon from the top row in the editor. Then a pop up appeared to select the module type I wanted to link to. I selected dictionary and then selected one of my dictionary files. Then I selected the diciontary entry. After this was complete, I exited out of the editor and went back to view the notes and the link worked fine for me.
As far as I can tell, it works per the descirption you provide above. I am not sure what the problem might be.

In my case the link does not pick up the opening "d" for dictionary or the dictionary title. The same principle for commentaries etc.
Bible refs and journal refs work perfectly.
