FYI (to whom may like to know)
I downloaded the newest file first:
ToolTipTool NT 20200411.exe. ERROR.
I deleted the file. Restarted the computer and tried the next file:
ToolTipTool NT 20191007.exe. ERROR.
Same routine with the third file:
ToolTipTool NT 20190819.exe. SUCCESS!
I'm happy I can at least get this one to work but I'd like to know how to get the newest one working, if it is possible. And if there are benefits.
Any help would be greatly appreciated!

ToolTipTool NT 20190819 was the last stable edition.
