I have been looking for the NEB and the REB, but to no avail. Is there anywhere that the text of these can be found online? I thought I read somewhere that the REB was once available as a bblx, but I can't find it.

I thought I read somewhere that the REB was once available as a bblx, but I can't find it.
For various reasons, the REB e-Sword resource has been pulled from distribution.
The history of the NEB e-Sword resource is much murkier. AFAIK, it was neither an official resource, nor commercially distributed.

I'm not too certain, and so I won't guarantee it. The REB was/is (which way it is now I don't know) available at Bible.org. As far as I am aware, the NEB has never been available for e-Sword. In fact I can go so far to say that as far as I am aware there isn't an online version of the NEB available at any of the Bible websites.
The only way for the NEB to become an e-Sword Bible module is permission to get permission from the publishers. Beyond that, its a no go sort of a thingy.

That's very good news, but I advise you to verify first that it's actually the NEB, comparing with a printed edition. Very often the Bibles online are not what they purport to be. And once the module is published, it's impossible to stop it from distribution.
