First, my disclaimer: I am not a legal expert at all. But this is what I found doing a quick search.
I found the Moffatt Old Testament (or half of it) on archive.org here:

According to this page, it is public domain and was published in 1925. According to Wikipedia, all works published in the US before January 1, 1928 are in the public domain (in the US), so it would seem that the Moffatt OT is indeed in the public domain already.
I pulled down this file in the text format. It's rough with lot's of OCR errors.
Y's are v's, E's are c's and also including some characters that the OCR software seems to have invented.
I finished A rough copy of Job and parts of the Psalms, and probably invested 9,10 or 11 hours into it, I lost track. haha. Tooltip NT compiled it ok but in the book of Job, Moffatt got really creative with the chapters so I think what I'll have to do is include king James line numbers for esword indexing and inset Moffatts verse numbers along with the verse text. Probably will be able to make that determination by chapter.
I'll probably just call this a beta and call it good when I run out of steam!
