How to use Tab Renamer

Does anyone know how this Tab Renamer tool is supposed to be used, I have search for but can find not any that can explaine how this thing work or where to find it. Thanks for any help. Jerome in Buffalo

Oh, I see it installed in its own folder, a desktop shortcut would have been nice. Thanks.
