If you are using the Microsoft Edge browser, and have encountered the fact that the files with ".exe" in the filename are being blocked, here is a way around this problem.
ModuleInstallerSetup06.exe is being blocked by the updated security provided on Windows PC when I try to download this file. I see the download occur, then the PC sees the ".exe" filetype, and immediately blocks the file, so that it cannot be seen. It is essential that you modify your PC so that it asks you what to do everytime a download occurs.
SOLUTION:
[1] In Microsoft, edge://settings/downloads for the option "Ask me what to do with each download", which has the hint "Always ask me if I want to save a file or open it without saving", change the toggle so that this will be set "on" with the filled in selection option to the right side, in other words, this option will now be "selected".
[2] To the question "What do you want to do with ModuleInstallerSetup06.exe" there are two options "Open" and "Save as". Select the "Save as" option, then also change the filename to "ModuleInstallerSetup06-change-to-exe.docx" for example, because the "exe" file type is being blocked. Then the file will be able to be downloaded after which you can rename the file type back to the "exe" file type again.
[3] To the question "ModuleInstallerSetup06-rename-to-exe.docx could harm your device. Do you want to keep it..." this has two options, "Keep" and "Delete". Select the "Keep" option.
[4] HOW TO UNBLOCK THE RECEIVED "exe" FILE which was downloaded with the "docx" file type extension.
Browse to the downloaded file. Select the option to rename the file. Change the file type back to ".exe".
[5] To the question "If you change a filename extension, the file might become unusable. Are you sure you want to change it?" there are two options, "Yes", and "No". Select the "Yes" option.
[6] Windows Security. These files can't be opened. Your Internet security settings prevented one or more files from being opened. Options are "Show details", and "Close". Select "close".
[7] Then browse to the file, and select "Properties". At the bottom of the options, notice the "Security: This file came from another computer and might be blocked to help protect this computer. check box. Unblock". Select the Unblock check box so that this will have a tick inside. At the bottom are buttons "OK", and "Cancel", and the "Apply" option which had previously been greyed out, now becomes available. Select "Apply" and select "OK".
[8] now run the ModuleInstallerSetup06.exe
[9] Please let us know if this procedure worked for you. The same kind of occurrence has to be applied when there is an ".exe" file inside a ".zip" folder. You have to change the properties of the zipped files, when they are unzipped. You must change the blocked option, to UNBLOCK, BEFORE running the unzipped .exe file, otherwise the .exe part of the unzipped file will be deleted by the PC.
