First you need to being using Tooltip NT to create modules, creating tooltips using Tooltip is a simple matter of two mouse clicks.

I'm not looking to create modules. I just want to use the built in functionality of linking scriptures and was wondering if I could link single similar to this Acts 6.3-4 & 8 one link, or does it require linking like this with 2 links Acts 6.3-4 Acts 6.8

The tooltip functionality is generated using ToolTip NT in the creation of modules. If you are using e-Sword you can create hyperlinks when creating either Journal, Study or Topic notes however hyperlinks and Tooltips are not the same things.

OK, Mr Higgins just doesn't know how to actually give you the answer you are wanting. My thinking is that he has a fixation with T4, and believes it can do things that e-Sword doesn't recognize. So here is the actual kind of answer I think you may be looking for.
Firstly, using your example (better than inventing my own), Acts 6.3-4 & 8, in that type of format will not work, due to the fact that e-Sword doesn't have that kind of variable programmed into it. So, what you need to do is type the reference as Act 6:3-4 (do not use a full stop/period, but a full colon) then select the reference the reference, and on your keyboard, press Ctrl and J.
Secondly, for verse 8, simply type Act 6:8. Your output then should look like this:
Act_6:3-4, Act_6:8
Alternatively you can, from the any of the editor's toolbar, click on the Format Scripture Tooltip button and the result will be the same.
Its important to note that just by typing it out like this, Act_6:3-4, Act_6:8, just doesn't work because the rtf code is missing. When actually when either pressing Ctrl + J keys or the Format Scripture Tooltip button, this is what happens behind the scenes:
{\cf11\ul Act_6:3-4}, {\cf11\ul Act_6:8}

Thanks that is what I thought. It will take 2 entries to create the references. In my Topic Notes, I use I highlight the verse and then use the tooltip button above and it does its magic. Just so anybody else who may read thais but does not know, the tooltip button that creates the links, will create correct links like this; Acts 6:3-4 or Acts 6.3-4 (using a period instead of a colon). The tooltip will format the verses correctly. Another thing, you can use the entire book name and the tooltip will format it to 3 letters too. I made a quick video demonstration:

Did you notice that when e-Sword did its thing that it changed Romans 13: 11-14 to Rom_11:1-14
Oops.
And this is a problem with e-Sword that you sometimes trash your data.
I did not notice that. Thank you for pointing it out. I need to fix that video.
