I take it the language is from the Philippines?

I can't find a clear path to "Hiligaynon Bible" in a text form anywhere for download.

Maybe this will help Hiligaynon is also known as Ilonggo language and there is a bible in that language on bible gateway:

I believe the Bible you have linked and the Bible he wants is copyrighted by Biblica. I have doubts they would allow this in computer software without payment. However, they allow online access--verse by verse and sometimes some copyright holders allow mobile app modules. I found a list of over 35 different Philippine bibles but I don't have any idea if any of them match this particular language, it appears to be many languages there.
