I have recently "freshly installed" 2 Windows 10 x64, and both failure to start Tool Tip NT, with exactly the same Error message like Kronoz.

As we know, even one has upgraded its Windows to latest ver, it is still different from a freshly installed Windows, by Microsoft's design. I guess this is the cause of problem, but I have no chance to verify it. 

Just want to find a solution.
