I think bigger projects, overall, provide infinitely more value to the end user because it's reference material

A couple of days ago I stumbled across a downloadable copy of the complete Wikipedia. It struck me as being a suitable addition to my arsenal of tools to use when stress testing e-Sword. I'd have to spend some time examining the files, to determine the simplest/fastest way to convert to e-Sword format. If I decide to pursue this further, automated conversion tools are mandatory. Scripts that do everything from validating the data that is entered, to converting it, to doing rudimentary sanity checking.

Would this be something that anybody would find useful for reference value?

I am simply tossing this out as an idea to be considered. It is emphatically not a statement that I'll create such a critter.

I'd much, much, rather see a copy of the 1911 Britannica made into a module. (Actually, a more "modest" project, which would still be a significant undertaking, would be just to create a dictionary module of the "bible" entries in the 1911 Britannica, something I've thought about doing, but have never found the courage to undertake.) I don't have much respect for Wikipedia. I know there are some useful resources within it, but personally, I wouldn't use it if converted to a module.

I've never seen that book in a format that is easy to download. Spidering the website that displays it, has seemed to me to be the only way to obtain source data.

I'm not interested in a Wiki module but I'll bet the custom tools you described would be a big help to other module makers.

Well, I have the whole thing in PDF files, but that is not very useful for building a module. But when I saw that there is an online version already in HTML, and that it has been "catalogued" topically, I just went this morning and downloaded all the entries listed under various "religion" headings. It came to 2600+ files, which each one representing a separate entry. I'm already thinking of how to most expediently turn this into a dictionary module. I've got one or two other projects (smaller, by far) to finish before I consider doing anything more with it, but it only takes a minute or two to clean up each file, and then paste it into a topic entry. If I allocate a few hours a week, it could be done in a couple of months. We'll see.

These tools would be written for this specific project.

If you explain how they would be/could be/might be useful to people who are working on other projects, I might consider publicly releasing them.

The only functionality I can see, that others might find useful, is for basic import. Even that isn't as useful as it sounds, since the import is for the markup language used for the wiki dump.
