Format for creating a dictionary

I know of someone who has corrected the Strong's Lexicon, and would like to know how to convert it to e-Sword. Ideally, he would like it to be a corrected version that pops up when you hover over the Strong's numbers. Any idea?

Click Options > Strong's # Tooltip. Select the dictionary you want to use for Strong's popups.
But, e-Sword only displays dictionary resources in this window to choose from if the Strong field of the Details table is set to "1". So if your friend made his own resource, be sure to set that field to 1 in the database. Otherwise, e-Sword won't let you select it for Strong's Popups.

What's the definition of "it"? You mean, how do you format H331 so that it shows as Strong's popup? Just using "H331" will cause e-Sword to popup the Strong's popup, just like using Joh_3:16 will cause a popup (even with no underlining or color). Most people generally color the H331 so the user realizes it's clickable/hoverable.
As an example, edit a topic or study note. Type H331 or joh_3:16 and notice the tooltip that appears when you hover your mouse.

I guess I mean where does the division symbol go, how is the DCTX supposed to be formatted as an rtf file for conversion in tooltip?

Ohhh, when you said "it" you mean formatting a dictionary module for T3.

In ToolTip:
Modules > Define Variables > and select the appropriate module type and the header variables will appear.

you're kidding...
I feel stupid. I've been using the templates that I was sent, copying them, pasting them, and then changing the titles, abbreviations, etc...
I really do feel quite ignorant now.
