After downloading this executable file and running it, I confirmed that the .top file was where it was supposed to be. However, I think there may be a problem with the extension. I tried changing the extension to .topx and it showed up in the e-sword reference library but the file was blank (i.e.no text was showing). But when I changed the extension back to .top, it would not show up in the reference library any longer. 

"The Book of Enoch.top" is for e-Sword version 8.x modules only; not for newer e-Sword versions 9/10/11/12. Suggestion: Search for "Enoch" and option "e-Sword downloads" and select another version.
The filename "All the books of Enoch.topx" gets downloaded to the folder where the PC is downloading files. Similarly "Charles, R.H. - The Book of Enoch English Translation.topx" Similarly "The 2nd book of Enoch.topx"
The PC needs to know how to process the .topx file and to copy that file to your e-Sword folder.
Check settings: Choose default applications by file type. See if .topx is associated correctly with moduleinstaller.exe
If the file extension is not allocated redownload moduleinstaller.exe from Bible Support. Run it.
If your PC is 64-bit then this will install into folder C:\Program Files\e-Sword Module Installer and all the e-Sword filename extensions will be listed and will be assigned to moduleinstaller.exe
Then when you click on the .topx downloaded file, it will be copied to the e-Sword folder.
Alternatively, if the downloaded file is selected where it downloaded, use option "Copy" then this can be "Paste" to the working e-Sword folder. Then open e-Sword. Click on the Reference Library icon. The file is seen in the Reference Library window, not in the Bible window.
